What about an issue of not being able to lock out your elbows?

That isn't something you'll be able to work around. The elbows have to be locked out. In the absence of physical deformity, I'd suspect poor shoulder flexibility and/or extremely tight triceps.
You'll want to work on both.

I'm noticing the knees track well forward of the toes during the demonstrations of the 'good' form, but not in the 'bad,' when the chest dips forward and the shoulders back. Should the knees be allowed to go beyond the toes in the overhead squat to help ensure the chest stays vertical, or should we aim to keep the chest vertical with knees behind or above the toes? Thanks.

Thanks for watching. Your observation is very astute. The knees have to travel forward in order for the athlete to remain vertical, a position necessary for overhead squatting and snatching heavy loads. There is nothing unsafe about this position.
